Just a bug fix.
Gifski export resulted in gifs with incorrect timings of 20ms in all frames.

When selecting some East Asian languages, the app will switch to fonts that better render them, implemented by @fz0000 in #1404
Added Arabic translation (for the installer).

Windows 10 users were unable to launch the app due to some compatibility issues with app dependencies.
